What is the General Assembly?
The General Assembly by delegates is the highest authority of Coopealianza and expresses its collective will. Its agreements are mandatory for those present, absent or dissident, provided that they have been taken in accordance with the provisions of the Bylaws, the Cooperative Associations Law, the Law Regulating the Financial Intermediation Activity of Cooperative Organizations and related regulations.
The General Assembly will be made up of (300) three hundred delegates named in property and 60 (sixty) substitutes, in the regional assemblies.
The Ordinary General Assembly will be held in the month of April of each year, according to the date, day, time and place of the national territory agreed by the Board of Directors.
Appointment of delegates
The appointment of the delegates is made in the assemblies held by each defined region.
The regional assemblies will be governed under the following guidelines:
a. The regional assemblies will be formed in accordance with the provisions of Chapter V, Regional Assembly, of the Coopealianza RL Statute
b. The appointment of the delegates of Coopealianza RL will be made in regional assemblies constituted by the associates who are grouped in territorial zones, distributing them by each district, canton or region previously defined by the Board of Directors.
c. The number of delegates in property and the substitutes that will be appointed, in each regional assembly, will be defined based on the number of associates that are convened by each geographical region. In the event that there is not an exact multiple for the purpose of appointment, rounding will be made to the highest fraction, until completing the number of delegates in property and the proportionality of alternate delegates to be appointed, defined in the Statute.
d. The appointment of the delegates of Coopealianza RL is for a period of four consecutive years. In the regional assemblies, the proportionally corresponding proprietary delegates will be appointed; until completing the 300 defined in the Bylaws. Additionally, using the same procedure, a total of 60 alternate delegates will be appointed, who will assume functions in case of temporary or permanent absences of the delegates in property.
and. Delegates may be appointed, all the people who have been associated with the Cooperative as of December 31 of the previous year, the year of appointment.
F. The role of the delegates will end when other delegates are appointed in their respective regional assemblies. In the event that it is required to convene an extraordinary General Assembly of delegates, urgently, in full appointment of delegates, the newly appointed proprietary delegates are convened and completed, with the proprietary delegates appointed in the previous period, in accordance with the corresponding geographic region.
g. The appointed proprietary delegates will be the postulated associates who are elected in the regional assembly for the appointment of delegates. Those who get the most votes will have that quality.
h. The appointed alternate delegates will be the associates nominated and who are elected in the regional assembly for the appointment of delegates, according to the election process. They will assume functions in case of absence or impossibility of the owner, either temporarily or permanently.
Yo. The regional assemblies will be directed by a representative of the administration, who must develop the agenda approved by the Board of Directors.
Rights and duties of the summoned associates.
The associates of Coopealianza who participate in the regional assemblies for the appointment of delegates have the right to:
a. Remain in the regional assembly for the appointment of delegates.
b. Register in the established registry, with your name and surnames, ID number and signature, which allow you to demonstrate that you participated in the regional assembly.
c. Participate in the corresponding regional assembly according to each defined geographical region, for which the registered address in the Coopealianza database will be taken as the true address. They may participate as delegate candidates in other regional assemblies, provided that it is verified that they have not participated in another regional assembly.
d. Know the rights and obligations of the associates of Coopealianza RL and the powers of the General Assembly by delegates of Coopealianza RL
and. Support the election process by personally applying and encouraging other associates with skills to apply.
F. Know the functions and representation assumed by the proprietary and alternate delegates.
g. Participate in the discussion and vote in the elections.
Registration of participating associates in the regional assembly:
In order to guarantee an adequate development of the regional assemblies and standardize the accreditation criteria, the following criteria are defined for the proper registration of assembly members:
a. The associates who participate in the conformation of the assembly of appointment of delegates must:
Yo. Present an official identification document.
ii. Having joined before December 31, 2021.
iii. Maintain a capital stock equal to or greater than 5,000.
b. Associates who are registered in the database used in the regional assembly to determine that they meet the requirements defined in these regulations may participate. This database will be updated at least once a week from the time the delegate nomination process begins until it is completed.
c. In the regional assemblies it will not be possible to receive money to update the social capital contributions and credit operations with arrears.
d. Associates may be accredited to participate in the appointment assembly until the moment in which the nomination process of associates as delegate candidates begins.
and. If a participating associate at the time of accrediting himself in the regional assembly of appointment is not included in the database used in the regional assembly and that, in his opinion, meets the requirements established in the bylaws, he will not be able to participate in the assembly. of appointment.
F. Associates who have participated in another assembly for the appointment of delegates may not be accredited, nor can they apply as a candidate for delegate.
Requirements to be a delegate of Coopealianza

Validity of the appointment of the delegates.
The appointment of the delegates is for a period of four years, and they may be re-elected. The proprietary and alternate delegates are appointed to participate in the General Assemblies of 2023, 2024, 2025 and 2026.
Delegates will lose their status in the event of:
x. Resignation as an associate (at the time the resignation is submitted, the delegate status is lost, even if it is reversed later)
xi. Resignation as delegates
xii. suspension of rights
xiii. Non-compliance with the requirements defined to act as a delegate.
